In 1661 the Irkutsk jail becoming an administrative centre of Irkutsk district, and in 1686 - is based by city.

In 1783 it is founded Irkutsk district in which were included Irkutsk, Nerchenskaja, Yakut and Ohotskaja areas.

Since 1823 into structure of Irkutsk province entered Nizhneudinsky, Irkutsk, Verhneudensky, Nerchinsky and Sretensky districts.
